A liquor measure may be removed. In the first place the question is that in granting Licenses to Owners of Spirit Shops, a clause should be inserted prohibiting the sale of liquor to Hawkers, making the forfeiture of the license, or such other punishment as M. E. may deem proper, the penalty of a breach of this clause.

E. should license to one or two respectable Men to establish Canteens in the immediate vicinity of the Barracks, in which good liquor of all descriptions might be sold to Soldiers who were sober, but rendering the forfeiture of the License the penalty of any drunkenness or disorder in the House.
